A live data center never stops getting dirty. The supply-air plenum under your floor is the part most crews skip and the part that matters most, because that is the air your equipment breathes. Metal whiskers are a real failure mode here, not a theory; NASA has documented tin and zinc whiskers bridging conductors and causing shorts. Clean the subfloor first and you drive that debris up into the room you just finished. Clean it last, after the overhead and the cabinets are done, and the contamination has one path left, which is out through the filters. That is the entire logic of the sequence: give the dirt one exit, and put the filters in its way.
