A large data center build generates a startling volume of packaging and debris. Every switch, every cabinet, every reel and rack arrives wrapped in cardboard, foam, shrink film, and banding, and all of it comes off before the equipment goes in. Construction waste management is how that volume gets off the site on a controlled cadence, before it piles up in the yard and turns into a dust source sitting upwind of the outside-air intakes. On a build that's uncrating switchgear, cabinets, and rack after rack every day, that volume isn't a nuisance to sweep up at the end of the week. The reason waste matters on a data center site isn't tidiness. It's air. Cardboard sheds fiber. Foam breaks down into particles. A stack of crushed packaging in the yard is a reservoir of dust, and if the wind runs from that pile toward the building's air intakes, the room pulls it in. Construction waste management treats debris as what it is on this kind of site, a particle source that has to be removed before it reaches the intakes and undoes the cleaning inside. Foam packaging is the worst offender, because it crumbles into exactly the size particle that stays airborne longest and rides the pressure gradient straight to the intakes.

On a greenfield build, equipment deliveries stack up faster than a casual haul-off can keep up with, and packaging accumulates in exactly the staging areas you least want it. On a large build the debris volume is enough that its placement changes the particle load the building has to filter, and a filter bank fighting an avoidable dust source loads up faster and costs more to maintain. A TIA-942 design and an Uptime Institute Tier rating both assume the environment feeding the building is controlled, and during construction the debris stream is part of that environment.
